Park Jefferson Speedway 2009 General Rules
The General Rules section applies to each and every competitor, mechanic, and/or pit personnel. Some items,
obviously, do not apply to each mentioned class. You can easily determine which rules do not apply to you (if
any). You are expected to know the rules.( Ignorance will not be tolerated as an excuse.)
THE RULES AND REGULATIONS SET FORTH HEREINARE DESIGNED TO PROVIDE FOR THE ORDERLY CONDUCT OF RACING EVENTSAND TO ESTABUSH MINIMUM ACCEPTABLE REQUIREMENTS FOR SUCH EVENTS. THESE RULES SHALL GOVERN ALL PARK JEFFERSON SPEEDWAY EVENTS, AND BY PARTICIPATING IN THESE EVENTS, ALL PARK JEFFERSON SPEEDWAY COMPETITORS ARE DEEMED TO HAVE COMPUED WITH THESE RULES. NO EXPRESS OR IMPUED WARRANTY OF SAFETY SHALL RESULT FROM PUBLICATION OF OR
COMPLIANCE WITH THESE RULESAND REGULATIONS. THEY ARE INTENDED AS A GUIDE FOR THE CONDUCT OF THE SPORT AND IN NO WAY GUARANTEE AGAINST INJURY OR DEATH TO PARTICIPANTS. SPECTATORS. OR OTHERS.
SPORTSMANSHIP : Any fighting in the pit area or entire park will subject the offender, and the car he is
associated with, to suspension, depending on the seriousness of the incident and the decision of the Competition
Director..
THE DRIVER OF EVERY CAR IS RESPONSIBLE FOR THE CONDUCT OF THEIR PIT CREW, FAMILY
AND FANS. (This includes anywhere in the entire park.)
Absolutely no one is allowed in the scorer's booth, other than the officials.
We will not tolerate any profane language in front of race fans, officials, or management.
Please be clean and look respectable.
No driver may get out of his car on the track or apron to argue or discuss a race a situation with the flagman or
officials. Violation of this rule may result in disqualification for the rest of the night's events and/or a suspension
may be awarded if deemed necessary by the officials.
Each competitor is expected to participate in every event assigned, if possible. If a racer refuses to
participate because of the length, type, pay or style of a race, he will be subject to suspension for the remainder
of the program.
When in the pit area, maintain a constant watch for your own protection; maximum 5 mph pit speed limit. The
pit area must be cleared within 45 minutes of the completion of the race program. This includes everyone
associated with your race car. Failure to do so may result in a loss of points for that race night.
No radios for receiving or transmitting are allowed in the pits including, but not limited to, scanners.
No motorscooters, mopeds, bikes, etc. allowed in the pits unless approved by management. NO
UNAUTHORIZED VEHICLES IN THE PITS.
NOTICE: All rules are interpreted by precedence in the following order:
1. Park Jefferson Speedway Track rules
2. Nascar rules
3. Whelen All American Weekly Racing Series rule book obtained with Licenses
4. Interpretation of all rules will be left to the discretion of the officials and the Competition Director.
GENERAL POLICY: A NY DISAGREEMENT OVER TECHNICAL QUESTIONS OR OPERATIONS WILL BE RESOLVED BY THE RACING OFFICIALS. WHEN THEIR DECISIONIS RENDERED, SUCH DECISION IS FINAL AND BINDING.
Management and officials will establish the length, frequency, and administration of all events and programs,
and their decisions are final. Race track officials will determine the finishing positions and their decisions will
be final and binding.
PARTICIPANTS INSURANCE: Available upon request is a certificate of insurance which covers everyone
signed in at the pit gate. Call us or discuss any aspect of the insurance at any time. If any questions or problems
come up about insurance, contact the Park Jefferson Speedway management.
LIBILITY INSURANCE: Every participant must inspect the racing surface and race track to learn of any
defects, obstructions or anything which, in his opinion, is unsafe.
Any participant entering any racing event is considered to have inspected the track with all conditions
satisfactory to him. If not, HE SHOULD NOT PARTICIPATE IN THE EVENT. This further indicates that he
is aware that auto racing involves risks, and he assumes these risks with full awareness and acknowledgement.
Park Jefferson Speedway assumes no responsibility for damage to or loss of your equipment, vehicle, or any
parts, by any means whatsoever.
MINORS: See us well in advance so we may prepare the necessary releases for parent or guardian
signatures. Do not wait until race day. No minors under 14 allowed in the Pits.
STATE LICENSE REQUIREMENTS: All persons expecting to participate as a driver should possess a
valid driver's license issued by the state in which they reside before being allowed into competition.
In order to compete, all race cars, towing vehicles, trailers, tow trucks, and/or automotive equipment
should comply fully with all motor vehicles license and title laws, and all laws concerning motor vehicles.
Only 1 tow vehicle is allowed in the pits per race car.
CAR PROTESTS & TECH INSPECTION
1.All race protests must be placed with the Tech official no later than 5 minutes after their feature. Only the top5 cars can be protested after each race. The protesting driver must proceed directly to the scale after the race, and then on to the tech area.
The protesting drivers vehicle must also pass tech inspection before the protest will be considered a legal protest by the tech official.
1-a. Any protested car/driver found illegal must prove legality prior to racing the next event.
1-b. 1ST OFFENCE, Refusal of a legal protest results in suspension from racing at Park Jefferson until a $200 fine is paid and the
protested item is inspected by PJ Tech officials, at PJ, prior to the next race event.
2ND OFFENCE; $400 fine and 4 race event suspension. All fines will go in the class point fund.
2. The protest fee is $200 and must be given to the Tech official along with the written protest. Car in protest
will be checked after the main event. If car in protest is deemed illegal by race Officials, driver will lose all
points and money for the night and the protester will be returned his $200. If the car is legal, the $200 is given
to the car in protest.
3. Nascar member car drivers are the only legal protesters. Protesting drivers must have completed the
race on the lead lap. Track officials have the discretion to limit the number and frequency of protests by any
driver.
4. Track Officials will designate the location and process for completing a protest inspection. No race car
components may leave the designated inspection location area until notification of release by track officials.

6. Track officials have the right to inspect any car at any time with no charge.
7. The driver and two pit crew members or the driver, car owner and one pit crew member may accompany
the race car into the tech area for the completion of post race tech inspection.
The Competition Director shall be empowered to permit minor deviation from any, the specifications herein or
impose any further restrictions that in his opinion do not alter the minimum acceptable requirements.
NO EXPRESSED OR IMPUED WARRANTY OR SAFETY SHALL RESULT FROM SUCH ALTERATION OF SPECIFICATIONS. Any Interpretation or deviation of these rules is left to the discretion of the race officials. Their decision is final.
POINT SYSTEM Points will be awarded from the start of the season until the close of the
NWAAS Weekly Racing Series season. All Class points will always go with the driver as per the NASCAR rule book.
TRACK PROCEDURES
1.A guaranteed purse will be paid from the start of the season. The purse checks will be available for pickup at the drivers sign-in booth in the pits, the following week.
2. The pit gate opens at 5:30 PM The Scale opens at 5:30pm.
Any race car signed in after 7:15 PM will automatically go to the rear of their assigned heat race.
The pit gate closes at 7:30 p.m.
3. All cars must start hot laps or a heat race or report mechanical problems to pit steward, to run in a feature
event and obtain points.
4. All cars in all classes must pack the track when requested. Failure to do so will result in whatever penalty
is deemed reasonable by the Competition Director.
5. Dead heats will split the total position money and points won for the 2 spots.
6. The first 5 finishers in each A feature will pull directly on to the scale to be weighed, and then onto the
compound area to finish the inspection process. No exceptions!
Any car entering the pits before being weighed and checked will forfeit 100% of the points and money earned in
the A feature. Any car found to be illegal or underweight may lose all points and money earned for the night. All
positions will be moved accordingly if there is any disqualifications.
7. Any car intentionally causing a race to be stopped (in
the judgment of the race officials) could be
penalized one lap and/or subject to the Black flag and removed from the race.
The issue of Driver and fan Safety comes into the
decision.
8. If after two attempts to start a race with a double wide line up, the race officials may on the third start line
up the cars single file.
9. All cars competing nightly must pass the pre-race inspection at the scale or designated area to be
considered an official entry for that night's competition.
10. You must line up for each Feature event and take a Green flag to qualify for Feature money and points.
11. Any competing vehicle, whose speed has been reduced to a point where it causes a safety problem or
retards the track activity, may be removed from the racing surface by the black flag at the option of the
Competition Director.
12. Any driver causing a caution, or stopped on the track when the caution flag is thrown, will be disqualified
from the heat race. Two cautions will be allowed in all events.
MULTlPLE CLASS DRIVERS
Mods cannot compete in the 360-Mod or Hobby Divisions. The 360-Mods and
Hobbies cannot
compete in Mods.
PROVISIONALS: are based on drivers total track points, A Feature only. Maximum 2 provisionals per driver,
per division, per race season. No provisional starting spots on the first points race night or non-points events.
One provisional position will be allowed in each division, each points race night. The driver with the highest
total points who does not qualify through the qualifying races assigned, will be allowed a provisional starting
position at the rear of their division A Feature. You must run hot laps or your assigned heat race to qualify for
any feature event.
ALCOHOLIC BEVERAGES & CONTROLLED SUBSTANCES: No alcoholic beverages or controlled substances of any kind will be consumed by drivers or their pit crews prior to or during racing events or allowed within the pit area. Use of alcoholic beverages, or controlled substances at any time shall be cause for immediate, indefinite suspension. No alcohol allowed in the tech area at any time.
WEIGH PROCEDURES: This weight includes the driver. No Tolerance! All cars must weigh specified
required weight from the start of the first heat on. On occasion cars will be spot-weighted and the top 5
finishers in each race will be weighed. Your car can and may be put on the scale at any time throughout the
racing program. This also includes AFTER THE RACE, so allow for fuel usage.
ALL WEIGHTS ARE ACCORDING TO PARK JEFFERSON SCALE ONLY
There will be no adding of weights of any type or attendance to car while it is on the scale. Cars are to drive on
and then off scale immediately once the car is weighed at the direction of the Scale Official.
PENALTIES FOR NOT MAKING WEIGHT:
If you are found to be underweight after a qualifying race, you will be disqualified and start at the rear of the
lowest consolation feature. If you are found to be underweight after your feature race is completed, you will
forfeit all points and money for that entire race night.
Absolutely no pit men may approach the race car when it is on the scale or waiting in line for a weighing. The
penalty for violation of this rule may be a declaration of underweight.
The top 5 finishers in each A feature will weigh in as part of their mandatory inspection check. Failure to do
so will result in full forfeiture of points and money.
AFTER RACE WEIGHING. If at any time before a race, it is stated that all cars, or a certain number of top
finishers in a given race that you are in, will be weighed, then you must weigh IMMEDIATELY following the
race if you finish (in an all weigh situation), or if you finish in the designated top places defined in that
situation. Failure to do this will result in your car being declared underweight and being subject to those
penalties. DON'T FORGET TO WEIGH.
Our scale is very expensive. There will be NO hot-rodding tolerated on the scale, when entering or leaving the
scale area.
NASCAR LINEUP PROCEDURES: Will be a one week
average top 7 qualifiers with 2 heats, top 5 qualifiers with
3 heats, top 4 qualifiers with 4 heats. Two lowest averages
will start 13th and 14th and so on. Must finish heat to
retain starting spot. If DNF in heat race will start to the
back of qualified cars.
Heat races will be lined up by a total
invert system. With all zero point average cars starting in
the rear.
All qualifying races after one lap will have
single file restarts. Deleware in Mods.
Qualified A feature cars from heats, (2
heats 7 cars make invert, all cars make feature; 3 heats 5
cars make invert, 6 make feature; 4 heats 4 cars make
invert, 5 make feature; 5 heats 3 cars make invert, 4 make
feature)will be lined up with the top 12 point average cars
inverted with balance of invert falling in behind. Followed
by heat transfers, then B feature cars will follow the heat
race transfers.
